The State Water Resources Control Board, Office of Sustainable Water Solutions (OSWS) administers the Technical Assistance (TA) Funding Program to help small disadvantaged communities develop, fund, and implement capital improvement projects. TA includes, but is not limited to, coordination and development of wastewater treatment and discharge facility projects, engineering and environmental analysis, legal assistance, compliance audits, financial analysis, technical managerial and financial assessments.

In XXXXXX, the NCRP was awarded a grant in the amount of $3,185,960 by the State Water Resources Control Board, Division of Financial Assistance to collaborate with the North Coast Regional Water Board to provide funding for planning and construction TA for small disadvantaged and underserved communities in the North Coast region. SCHEDULE FOR THE NCRP 2024 PROJECT SOLICITATION

This schedule is subject to change based on new information

  • July 2024: Develop contracts with local engineering firms to assist with the scoping and work plan development
  • July 2024: Project Scoping Activities for potential TA projects identified by the Regional Board TA solicitation (provided by the Project Manager), located in communities on the NCRP Priority Wastewater TA list (see page 11-12, Appendix B). Initiate small contracts with the TA recipient, to cover scoping and work plan development expenses.
  • July 2024: Develop a TA Solicitation Application in accordance with the NCRP Guidelines to identify wastewater TA needs for the North Coast Region. Announce widely and distribute the TA Solicitation Application to small wastewater systems or communities in the region. Conduct outreach and proposal support to encourage participation. All TA applications will be submitted via the NCRP Project Tracker.
  • September 2024: NCRP Regional Water Board Technical Assistance applications due via NCRP Project Tracker.
  • Early October: TA applications reviewed by the NCRP TPRC Ad Hoc. Draft TPRC Project Portfolio developed to present as a recommendation during the Quarterly Meeting with priorities for Tribal projects and projects located in counties not identified by the State Board TA solicitation process (Modoc, Trinity and Siskiyou).
  • October 18 – NCRP Quarterly Meeting: LC consider/approve TPRC recommended suite of Priority North Coast Projects for NCRP Regional Water Board Technical Assistance Grant at an in-person meeting.
  • November 2024:  Enter into small contracts with the TA recipient, to cover scoping and work plan development expenses. Initiate Project Scoping Activities for priority TA projects. Procure professional contracted services as needed to carry out engineering, design, environmental, hydrogeological, land surveying, legal descriptions, easement acquisition, and other planning activities in the Work Plan(s) with input from the TA recipients.
  • December 2024: Develop Work Plans and submit to State Board Project manager
  • 2025: Work Plan implementation
  • February 2026: all project work completed and materials submitted to the State Water Board
